The National Agency for Energy Regulation of the Republic of Moldova (ANRE)
Wholesale market participants who conduct transactions with wholesale energy products or express their interest in participating in such transactions through trading notifications are required to register in the Register of Wholesale Energy Market Participants.
The Agency establishes and maintains the Register of Wholesale Energy Market Participants in compliance with the format and requirements set within the Energy Community framework.
The Register of Wholesale Energy Market Participants is continuously updated and contains at least the
following information about each participant in the wholesale natural gas market:
a) unique identification code;
b) tax code, VAT registration number;
c) principal office address/home address;
d) persons responsible for the participant's operational decisions and transaction-related decisions;
e) the ultimate beneficiary of the participant’s trading activities;
f) other information allowing the identification of the respective participant.
The registration procedure and the method of updating the Register of Wholesale Market Participants are established by the Regulation on the Register of Wholesale Natural Gas Market Participants, approved by the ANRE Administrative Board Decision No. 26 of 31.01.2023.
Participants in the wholesale natural gas market must submit their registration application to the Agency before conducting any transaction with wholesale energy products.
Registered participants in the Register of Wholesale Market Participants are required to notify the Agency, within the time limits set by the mentioned regulation, about any changes to the information previously provided in the registration application.
The obligation to register in the Register of Wholesale Market Participants does not exempt the respective participant from fulfilling other obligations that arise under Law No. 108 of 27.05.2016 on Natural Gas and the Natural Gas Market Rules, including obligations related to their role as a balancing responsible party.
The Agency transmits information from the Register of Wholesale Market Participants to the Regulatory Committee of the Energy Community within the deadlines and conditions established under the Energy Community Treaty.
The registration application for a wholesale natural gas market participant who is already registered with the Agency as a participant in the electricity market should not result in a duplicate registration but only in the modification of the list of provided activities specified for that market participant.
